What it does

A newer counter type that exiles a permanent instead of letting it go to the graveyard when it would otherwise die or be put into the graveyard, and prevents most forms of recursion.

Rules note

Cards with finality counters can't be returned from exile by most reanimation effects, which is the counter's main strategic purpose.
